Stephen graduated from University of North Dakota and the University of Wisconsin Law School. He served as a judge advocade with the rank of Major in WWI and during that service he contracted encephalitis. His health was affected for the remainder of his life. He was a lawyer and judge in Great Falls, Montana. Stephen married Mary E. Egan in St. Paul, Minnesota in 1912. They had no children.
He is the brother of James Joseph Cowley of St. Paul, Minnesota, Michael Joseph Cowley of Devils Lake, North Dakota, Ambrose Cowley who died as an infant, and Sadie Cowley of Great Falls.
