Farmer. He was born at St. Georges East, Stepney, London, England to Richard Proudfoot and Jane Price. He immigrated from England to Philadelphia, Pa. in 1808. He farmed in Cambria County, Pa. from before 1820 until the 1850s.
He was a representative for Cambria County to the Pennsylvania state legislature 1859-1860 (attributed to a paragraph published in Cambria Freeman, June 16, 1870, p. 3).
He moved to Scott County, Iowa in 1861. His estate owned 120 acres in Section 26 of Lincoln Twp, Scott County, IA in 1894.
