He was the superintendent of the Longview Asylum for 37 years, from 1881 until 1918. He left the institution after a grand jury investigation uncovered serious problems, including two patients who were murdered by the staff. Dr. Harmon was questioned, and then he suddenly left town and moved to San Diego, claiming that he was ill. But he was simply trying to avoid being charged with anything.
