Born in West Liberty, Ohio County, Virginia (now West Virginia) and moved to Middletown (now Middlebourne), Guernsey County, Ohio in 1841. He was a gate keeper in Guernsey County.
He married first Mary Trimble in 1825 in Bedford County, Virginia. She is suspected to have died about 1844 in Guernsey County, Ohio.
Allen married second Nancy Bell (possibly her first marriage last name) in 1845 in Guernsey County, Ohio.
A January 12, 1888 edition of The Cambridge-Jefferson local newspaper reports him near death. The January 19th edition reported he died last week.
