Son of James Farley Hopkins and Lucinda "Lucy" Henley Hopkins, he was elected Mayor of Little Rock in 1866, but removed from that office by military authority in 1867, as part of the "reconstruction" program. He had been a strong Unionist and opposed secession. He was a farmer living near Mabelvale, also operating a real estate business with James A. Martin for a time.
