Meyer was born in Bialystok, Russia (now Bialystok, Poland). His name at birth may have been Moses Gelbord.

Most documents state that he was born about 1855. The birth date listed on his naturalization petition is April 16, 1858. It is unknown why his son, Albert, changed his age on his death certificate from age 80 (1855) to age 70 (1865).

He married Pescha "Lena" Zakine. In 1891, they resided in Zabludow, Russia (now Zabludow, Poland) with at least five sons, ages 7 months to 18 years.

In July 1891, Meyer and his family left Zabludow seeking to immigrate to Philadelphia, Pennsylvania. They traveled to Hamburg, Germany. On July 24, 1891, they boarded the ship "Coblenz" in Hamburg bound for Glasgow, Scotland. On July 30, 1891, they departed from Glasgow aboard the ship "Furnessia" and sailed to New York. They arrived in New York on August 10, 1891.

He was the owner of Gilbert's Poultry in Philadelphia, Pennsylvania. In 1900, he resided at 528 Lombard Street. From at least 1910-1921 he resided at 207 Fairmount Avenue.
